Whitehawk Community Hub Proposal Update Issue 1 March 2010

 Thank you very much to everyone who responded to the initial consultation on the Whitehawk Community hub proposals. A range of feedback was received by email, letter, and feedback forms and from the three public meetings and meetings at Whitehawk Primary School.

 This is the first of regular updates on the project. Here we summarise comments, queries and key concerns expressed and update you on where we are now.

 The permanent exhibition of the proposals remains up at Whitehawk Library and Whitehawk Primary School.




WellsbourneHealth Centre


The practices will be open to patients on Monday March 22. There will be no disruption for patients as the practices will move over the weekend. Other services will move over later-dates still to be confirmed. If you have any comments or questions about the move please:

Whitehawk Primary School


The proposed improvements to Whitehawk Primary School have been largely well received. Concerns expressed were the potential detrimental effect of locating Social Services next to the school on intake but in particular concern regarding loss of green space and access to the site.


We are creating more green space for use by the school by fencing off an area adjacent to the school. However the local community will still be able to use this outside school hours.

Library


Many people felt that the current library and its staff was already very effective with some indicating that a new, more modern facility would be a good thing. Confirmation that toys would be available in the new facility was requested. It was also pointed out that the library currently serves more areas than Whitehawk and relocation would make it more difficult to access for some.


The new, much larger, modern library will enable us to give an even better service with more stock and still including the toy and musical instrument loans services. It is true that the usage of the library currently takes in the whole of Whitehawk as well as many adjoining areas so the new library will be easier for some and more difficult for other current users to get to. It will be more centrally placed in Whitehawk.

Youth and community centre


A lot of concern was expressed by young people about the loss of their youth club and by a range of other groups and tenants who currently offer services from the centre. The Youth and Community Centre would not need to close until after September 2011 when the new ‘hub’ opens, and a commitment has been made to work with everyone involved to find alternative accommodation within the Community Hub and other local venues.

Transport and access


Concerns were expressed about ease of access for disabled and older people and the need for sufficient parking particularly for disabled people. Public transport was also considered key with the suggestion that adjustments to the bus routes be considered. Parking provided will be the main centre car parks and a dedicated car park for disabled users with barrier control. The potential for adjustment to public transport is being investigated.


Safety


Concerns were expressed by a number of people about the safety of the new location. It was clarified at one of the public meetings by a member of the safety committee that local police are supportive of the new development in making the area more open and visible. This development includes lighting and landscaping as can be seen on the proposed plans


Redevelopment/funding


Queries were raised about the library move taking place, and, whilst agreeing with the proposal for a new library building, suggesting the current library site be redeveloped. To clarify this would not be possible as it was a condition of the funding that the school site was redeveloped and in addition we feel there will be great benefit in having a number of complementary services on one site.


Concern was expressed about possibility of redevelopment of current library site in particular the building of more flats and effect on area and existing nearby blocks. No redevelopment of the exiting site will take place until after September 2011, when the library moves to the new site. There are no firm plans for the site at the present time. It is not the intention to demolish any existing blocks of flats.

Community impact influence and involvement.


There has been a range of positive feedback of the potential of the development to improve the area. Concerns were expressed about the possible detrimental effect of competition for existing local centres. Valley Social Centre were very concerned about the potential effect of the community café on their food and drink services and rooms for hire in the hub.


The community café in the hub will be a small, limited ‘tea and bun’ operation and as the project planning develops we will consult with local providers on such issues as room hire rates to avoid undercutting and also look to promote all facilities available in Whitehawk via the hub.


The effect of consultation in making changes at this stage was queried. We are genuinely interested in gathering people’s views and concerns about these proposals, and the information in this first update outlines responses to some issues raised having taken as much as possible into consideration at this pre planning permission stage.


How future community involvement will be ensured and communicated was another key issue. This update is the start of the process and we will be working in particular with Graham Allen, Andy Silsby and Tony Silsby, the Whitehawk community development workers of Serendipity Enterprise Solutions (SES) to develop this process using a range of existing local forums to communicate with and involve people in Whitehawk. The next update will have further details on how we propose to do this.
